This is what they mean by incompetent moderators.  Just because a users
node shows up in the seen-bys, doesn't mean the node is in the nodelist.
It does indicate that the next node, 140/1, recognizes it and passes
140/31s mail.  But that may only be true because that node is feeding the
first node mail.
