After fully put into force, they have the weight of law.  In the case of
the Convention Against Torture, the Treaty does not create an
international criminal offense.  It directs each party to the agreement
to put into effect a NATIONAL law against torture.  The United States
has done so, while adding various qualifications as to the definitions
of cruelty, torture, severe pain, and so on.  See, e.g.:
