Not here under TennCare (or as many in the state call it
"HillaryCare", as TennCare was to be modled after the HillaryCare
plan in the 90's).  There are many documented cases where just what Gary
wrote happens here in TN all the time. It's about bankrupt the whole
TennCare program.  TN is in court battles now trying to remove people from
TNCare who can secure private insurance, but claim that they're
un-insurable, so that they can qualify for free health care.  TnCare is
also battling to get co-pay on prescription drugs for those on TnCare, as
well.  Most all get their prescriptions for free.  They're even having to
go to court to be allowed to require generic drugs, as well.
