Tell me about it.  Especially when one works nights and is trying to
sleep... and has to get up and try to get the h*ll out of a city that has
narrow streets clogged with hundreds of extra vehicles and people, plus traffic
re-routings, in order to get to work.  Fortunately that only happened once a year
when I lived in Plattsmouth.  And note that on several occasions I had people I
didn't know park in my *back* yard (access off the public alley) without permission
- and I couldn't get them either ticketed (police couldn't be bothered, plus it would
be bad PR for the carnival/parade) or towed (towing company's trucks were in the
parade).
