In those cases, a zoning variance goes into effect and, quite often, the residential neighbors move out. That's especially true if the business is a feed lot! Going back to my home town, though they are long gone, I can still recall the smell of rubber that permeated the town. And, like the feedlot in Montana, the processing plant was downwind. Other towns in the area smelled like leather.
