Not sure your example works everywhere.  For several years eastern Nebraska's
favorite crack house was located right across the street from me until I moved.
It ran unmolested despite multiple complaints to the city from the neighbors.
And yes, the city police and county sheriff were all well aware of what was 
going on.  Traffic in and out of that house all night long, not so much during
the day.

The kid that ran it was finally busted - not for running a crack house, for having
half a dozen storage lockers full of stolen property that he'd taken in trade for his
products.  That crack house was the big reason I decided to move, followed closely
by my next door neighbor's really obnoxious adult kid (who moved in with pop after
he got out of the state pen the second time, the guy's spent probably at least ten
years in a slammer of some sort and he's barely 30, he's got a criminal record much
longer than your arm and also has a really violent temper).
