Because in the 1950s and earlier religionists weren't pushing prayer INTO the
public schools.  Note that I was a student IN the public schools during that period,
and there was no organized prayer in them and nobody was trying to GET
organized prayer into them.  School was for learning and religion was for church
in those days.  It only became *necessary* to declare organized prayer in the
public schools unConstitutional after the religionists started trying to push prayer
and (Christian only) religion into the public schools; fifty years later
they're still
trying, and they're still wrong.
