Of course he was.  It takes a lot of historical blindness to think that
US involvement didn't begin until French involvement ended.  Truman
backed the French in trying to defeat Ho after he declared independence.
We were giving assistance to the French from 1946 to 1954, under both
Truman and Ike.  By the time Truman left office we were paying more for
the war than the FRENCH were!
