Slightly defective negociation when a Rockwell's equiped modem calls an
USR, allowing the 3200 signal as max instead of the 3429 necessary for
a 33600 connection.
Dunno who's fault it is, and don't want to; this is however unimportant
while Supra released the 1.400-18 which indeed allows the use of the
3429 signaling rate, whenever line conditions permit it of course.
You would thus update your modem to -18, which incidentally seems to be
the more stable and efficient V34+ firmware Supra released so far.

Shortly, it's the frequency's bandwith used.
