The same has been true in MANY localities without the added TennCare
complications. It is the PRIMARY reason some counties and cities went to
charging for ambulance/EMT calls, when it turned out that it wasn't a true
emergency but a substitute for a taxi ride or the purchase of a private
ambulance ride for routine recurring care such as dialysis or recurring
examinations.
Lucy seems to have lots of trouble with reality of various kinds. This
just be another example.
