I moved out of that burg six years ago.  The problem stayed there.

Besides that aforementioned carnival I had a problem with the city setting off the
fire siren every time somebody in city hall sneezed.  *All* of the (volunteer)
firemen carried pagers and the siren was no longer necessary to call them to the
fire station - note that the siren was only blown during the day, and was never 
blown at night, no matter how many fires happened during those hours.  That d*mn
siren was broken for a year, and when they finally got it fixed they started blowing
it all day again.  "We have to tell the people that there's a fire
call," never mind 
that 'the people' who care about such things have scanners and already know about it,
and where the fire/car wreck/medical emergency is to boot.
