City planning at it's best.  I hate paying for parking when spending 
money.  It's what drove shoppers out of the city and into the shopping 
malls.  All for what?  Small change and the chance to ticket a car 
for the big bucks when a meter expires?

Those appear to be early additions to the bad planning.  

I caught that the old Detroit Statium will be torm down.  The real shame is 
that it was elligible for funds as an historical site.  The structure would 
have been preserved.  Offices would be built in the main structrue and 
the filed would have been used by the kids.  

But, it's not gonna happen...
