A somewhat Incorrect term. The owrkers are paid but becasue  of the
very low cost of living out in the Rural part of China is very low and
obviously the wages are also Low. That is changing as China comes into
the 20th century and there wil be a point in the Future where goods from
China will Cost more then those made here. Thanks of course to the Idiot
Politicans, From BOTH Parties, that with their Idiot spending are
