When I first started travelling to New York State in the late 80s, all
rental car licence plates had a Z in them - which like Costa Rica marked
you as a visitor. Not good. Visitors rarely return to testify in court.
Sometime in the 90s this was dropped.
Mind you, I kind of liked having the Z ... since I could be more aggresive
in NYC traffic since everyone around me know I didn't give a s*** about
scratching the car.
