You need to configure TFW to have Telnet as a connect device, as
well as your modem; and I suggest creating a separate phone book for
the telnet numbers.
I've used it as a telnet client with AOL.  The only problem is that
TFW has the COM port once it's loaded, so AOL won't run.  I've been
able to get around that by setting TFW for telnet before running AOL
and ignoring its protests that telnet's not available, so I can have
it minimized and ready.
Once I've logged onto AOL, I minimize it, switch to TFW, and tell it
to use telnet as the connect device again, at which point it's happy
to do so and off I go.
