But then the extra money would go to the government instead of the
workforce. I'd prefer a way to redistribute within the private company (I
have this capitalist streak, you see).

I'm sure there would be all sorts of dodges attempted by upper management
to avoid playing fair with the other employees. BTW, I didn't suggest a
limit as such - there's nothing stopping the CEO from getting more money as
long as he brought enough to share with everyone.
