Same thing happens in DC.  Note it's not a welfare issue but an income
issue.  Low income folks  call 911 for routine medical check-ups, i.e. need
to go to clinic to have sugar or blood preasure checked.  It was getting so
bad that actual emergencies were having to wait.  Mayor Berry's solution? 
Send a fire truck when there is no ambulance available.  The idea is that
since fire fighters all have some first aid training they might be able to
do something until the EMTs arrive.
