Everybody in Fidonet can introduce changes into Fidonet. You introduce the
change. If it has merit, you will get followers. If it becomes common
practice, it is documented by the FTSC.
It is the task of the top level to guard the integrity of the network and
compatiblility with the past.

What you call Democracy, is putting forward a proposal that does not have
sufficient merit by itslef. The merits are exagerated and put in front of
people who are offerd a hollow shell, that looks like substance. Then
a call for popular vote is made. To have the change introduced from the
top.
The infrastucture of Fidonet is a technology, not a political platform.
Progress is made by following success and ignoring failure.
As I said before, the use of UTF-8 in the nodelist, will only apply to the
way System and Sysopname are written. That is ego-territory.
Focussing on using UTF-8 in the message body, can be an enrichment in
communication.
