There shouldn't be any max ratio for private enterprise, however we could
easily solve the problem by making the limit a congress critter or senator
can receive in salary match the average income level for their state.

That way you still have a motivation based free enterprise system and you
get a motivational based government who's main concern is raising the
quality of life for everyone, not just those who donate to re-election
campaigns.
