Yes, I've seen some CB caps, or better yet some standard-length Shorts
and LR loaded down to CB levels. But even at that low power, they still
have as much or more power than a "magnum" air rifle. Of course, even air
guns can be dangerous if misused.
I have seen bullet traps which claim to safely stop even full power
handgun cartridges, but I'm not sure. In any case, you'd still have the
smoke and presumably some airborne lead to worry about. You'd need to
ventilate the area just as indoor ranges are.
All in all, I'd suggest finding a real air gun or better yet a real
indoor range.
