Actually they used auto dialers to tie the lines up Hundreds if not
thousands of hang up calls. No person on the other end. From what little
I've read the lines were for a Get out the vote deal - Call and get a ride
to the polls, only in this case call and get a busy signal. Not what I
would consider a First Amendment issue .
