Try an ati3 and see if it responds with "TI RA33600" or similar.
If so, then it's a modem problem.  Check with tech support for a
ROM update.
In the mean time, Try a compound init string.  I'd suggest
ATZ^M~~~AT(rest_of_original_init)^M.
