I recently bought a few higher end air ratchets (one by Ingersoll Rand and the other from Chicago Pneumatic). I just checked and the Ingersoll Rand was "Designed in the USA" but "Assembled in China". The Ingersoll Rand goes up to 600 pounds of torque.
