Is there any evidence that this is a USR problem, and not a Supra one?

Might this not be related to line quality though?  For example, my calls to
Dave tend to connect at 33600/31200 (3429 symbol rate), yet calls to
Russell's Courier quite often connect at 31200 or slightly less (3200
symbol rate).

Maybe the Supras are less aggressive than USRs when negotiating a connect,
who knows?  I'm still not convinced that the Courier has a problem in that
regard. All I know is that almost perfect lines are required for the 3429
rate.
