Up here, if you were "on call" you have to be paid $15.65/hour for that time,  minimum.  As of this past June 1st. (last of the 10c/year increase already in  law.)

Naturally employers still try to sneak it past people. . .

You're not alone in that(most Brits I know think likewise)! He's quite the  crusty old doofus, with nowhere near the class requisite for such an honoured  throne!
