Well, the French versions (Parisean French, not Quebecquois French) probably
already exist and are sold at EuroDisney. However, Disney probably figures
the Quebec market is small and the expense of setting up a store isn't worth
it.
However, they would have to monitor that anything in English didn't exceed
the permitted display space so the language police wouldn't nail them.
