All it takes to get a hung jury is for just _one_ juror to hold out for
acquittal. Even if you're right that about the other 11 seeing it the way
the prosecutor will want, that other single juror will make for a hung jury.

You're not observing a key difference: the rioters in L.A. were from
neighborhoods chronically prone to crime (including rioting), but OKC showed
no looting after the bombing.
