Sorry, of course you're right. We simply need to be realistic and adapt to
the facts on the ground.

Take Nawlins as an example. Reconstruction can be targeted using a weighted
formula derived from sound science: say, 30% based on elevation above sea
level, 30% based on subsurface conditions at the levees, 40% based on
contributions to the RNC...
