I forgot to respond to Phil's message.

I actually have the same kind of access to the data stream as Echelon would
(well at least for a small section of the internet) and I have to tell you
that it would be easier to find stuff on a particular person using google
than by trying to grab a stream of data and pull it out of there.

If I were running a gov data mining operation, I'd build my own google
(without the filters), then put monitors to pull email out of the stream at
the big email hosts like hotmail, gmail, aol, and yahoo and add that email
to the private search engine.
