No actually it wsn't. the interpretation of the 3429 rate on
handshaking was incorrect in both Rockwell _AND_ USRs. This was
noticed by Dan Moore (Supras techie)

it is not standardized yet the ITU have still to ratify the V34+ or
whatever the new name will be. This should be taking place in Oct 96
