I agree since all my type of incentives have gone way done.   I
never said they weren't used as incentives because they are.  Unfortunately
once you have that 14 year mark, the retirement becomes the incentive.  I
certainly wish it was different.  Most of this stuff is targeted at the
6-12 year folks.  Those that are at the point they need to think about a
career in military or somewhere else.
