You make it sound like a UPS does the same as a wall wart does, robbing
A.C. power when the device it is for is turned off.
The UPS keeping the battery charged up when it is turned off is what I
remember reading when I got my first UPS.

Those things don't help when the power fails, I know that from years of
experience of using those surge protected power strips.
That is why I have a UPS now.
