Sure it'll work. But it'll be more effective, straightforward, and
faster if you just pump out of the shallow well, straight thru the
radiator, and shove it down the deep well. (No, the original idea won't
work very good because the actual water level is the same in both
wells.)
Don't expect a LARGE temperature differential, the air aint gonna feel
like a refrigerator, but it WILL cool (OR heat, depending on ambient)
enough to be noticable. Choke off the IN_go of the pump to throttle the
flow to whatever's required. That will also reduce the current draw of
the pump motor. (If it can't get water to pump, it does less work.
Assuming a centrifugal pump.)
