PERSONAL, physical _defense_ is one thing: malicious use of a fax machine to
extract a perceived "toll" of another - in effect, a "vigilante action" -

not quite figure-in to the same equation as _defense_.
Let's use another scenario:
You witness a bank robbery...and you're unarmed. You're not in a car,
but you're not exactly surrounded by a hoard of other people either.
Others _may_ have seen the same that you saw. Whaddya do :
1.) Rush right into the bank, tackle the armed bandit
that fired his weapon, and slap him to his senses ?
2.) Get to the nearest telephone just as quietly as
you can so that the armed bandit _doesn't_ try
emptying his weapon in your direction, and call
the cops ?
3.) Find the nearest cop and tell him what you saw...
and then let him handle the situation as his
training would allow him ?
4.) Ignore what you saw, and continue on to wherever
you were going in the first place, rationalising
that `someone else can get involved' ?
