I made a little bit of progress. I set the "toss" and
"scan" commands to
C:\COMMAND.COM... while it creates another instance of the command
interpreter, it also allows IMP-MAIL to toss and scan packets/bundles.

However, when running HPT/Linux, it doesn't appear to scan or toss the
message packets/bundles.
