Lack of response so far may indicate insufficient data to go on.  You don't
say how the modem is setup, what init and answer strings you're using, what
speed port, whether speed-locked externally or by Maximus, what hardware or
software handshaking options Maximus is setup for, etc?

I don't know the modem; it probably has specific setup requirements on top
of being Rockwell based, but if you post your setup, modem profile and
Maximus modem and h/shake commands, I'm sure someone will spot anything
that's amiss.
