Loans that probably have no chance of being repaid.  Just different
systems.  Anyway I am not going to argue about the type of money, but both
groups give quite a bit to the PA.  Right now I don't see much difference
in the positions of the two groups, although I suspect the EU will find a
way to change their position without Hamas changing anything on their part.
