I have to disagree on this point.
There is one form of communism that can *only* succeed while demand outstrips supply.
Take, for instance, a small tribe of people living in the jungle. Food is
in short supply. Any food they get, they share equitably. The elderly and
the young all get their fair share, even though they haven't participated
in the finding/catching/harvesting/cooking of the food. This is neccessary
for the survival of the tribe. If someone doesn't get any food, they die
and thus diminish the numbers of the tribe. It may not be a communistic
political system (Marxism, Leninism, Trotskyism, Maoism, etc.), but it *is*
communism, nonetheless. Probably the 'truest' form of communism (and not a
bagpipe in sight :-))
Only if there is a surplus of food would someone have sufficient to hoard
some of that surplus, to distribute to others (for some 'payment') in time
of shortage and thus become a capitalist.
This is one of the very few scenarios in which communism does work for the
benefit of all.
