Irrelevent as the issue was not addressed for years as you claim below.

Sure would.  As long as he was still available to vote and had not been
removed from FidoNet, his vote must count when he makes it.

The level of participation is not controlled by Policy.  How much or how
little he participates is up to his sole discretion.

However, a better level of participation would be expected in my eyes. 
Only Section 8 of Policy can change that if it were not satisfactory.
