As to the original b.certificate.  If she was adopted; it would be sealed.
There is usually no way that this can be obtained without a court order and
the order being for good cause.  Each state has its own laws regarding the
adoption of children.  Usually once an adoptee is of age; they can get some
information from the agency that placed them.   To find out if there was a 
legal adoption you should call the State Dept. of Adoption Records and ask
if an adoption of Baby Girl ------ born (date) to ------ was finalized in 
this State.  Many states will at least acknowledge this if they have a 
record. You then need to ask the laws regarding searching for a sibling in 
that state.
I would also be sure to contact International Soundex Reunion Registry and
register. This is a nationwide registry that has been formed for many years.
Almost all persons that contact search groups; will be told to register for
they WILL match you with anyone that has also filled out their information.
If your sister is aware of her adoption; and has tried to find her family;
hopefully she would have been told to do the same thing.   Alot of persons
don't take the time to do this which  is foolish for if a registry is to 
ork;
persons need to contact with information for the records to have a possible
match.      Also if you go to the library there is a great book How To Find
Anyone Anywhere.  This has all the things that you could try in order to 
begin a search.  Also, Lifeline by Virgil Klemer (sp) is  an adoption search 
book that has information.      You should also find out if there is a search
support group in your town.  Many times these independent groups can be very
supportive as well as successful in doing a search.  There are lots of public
records that may be advantageous; which a group like this would be aware of.
I know very little about La. but searching has become very widespread; and
there are laws out there that do allow a search to be conducted.  Also; write
a letter asking that your name be given to your sister should she contact the
State regarding her adoption.  When you talk to the State Adoption 
epartment;
tell them exactly where you stand; about the birth notification; and that you 
want a letter to be made part of her file,.  Always send the letter 
ertified;
for here in Va. I have seen that both the adoptee and birthmother has sent a
letter to the agency for consent that there name be given; and for some
UNKNOWN reason;  there was no letter.  Alot of agencies prefer to be the
silent partner here; so as to avoid breaking a law of confidentiality for to
"protect" their records from being opened.
