Take a look back at STII:TWOK. If you remember, Saavik did almost exactly
the same thing, trying to go "by the book" (as Kirk put it). That's why
Uhura started laughing (well, ya know) and everyone got a kick out of it.
Valeris was just doing the "starfleet Vulcan" thing, and didn't understand
why Kirk would do something differant.
Spock, on the other hand knew precisely what the hell was going on and was
trying to give Valeris a "hint"... obviously, it didn't work.
