Mystic has the option to limit both maximum number of messages in the
packet itself and the maximum number of messages added per base.  This
option is there so that it can be configured to "leak" new messages should
there be a base with thousands of new messages.

It can also be disabled allowing an unlimited message per base and/or
packet similar to how WWIV seems to generate it?
