On seeing Bill's message, and after replying, I thought I'd best check it out.
In the DOS version of 2.60 at least, there's been no change to that
behaviour; here's a dump of my buffers after a call, first the transmit
buffer (7 bit):

That's Janus disconnect handshake packets, followed by PreInit (ATZ0, after
a DTR toggle) then Init (AT&E1*E0M0) to hangup, followed by AfterCall
(ATKS69?), then PreInit followed by Busy (exiting to process received
mail).

Here's the corresponding receive buffer stream (extra line spacing removed):

NO CARRIER  <-- DTR drop on PreInit
