SMR is a trunked radio system that is operated for profit. The owner rents or
leases channels to a business or people and makes money off of it.

Wrong. Just ask any ham about the 220-222 MHz band. Used to be for hams, then
reallocated to UPS, but they decided not to use it, so now it's just general
business and public safety in ACSB mode, about 5 kHz channels.
