They could try typing the IP address of a prominent website to see if it's a mis-configured DNS setting... for instance, 74.125.127.105 for Google.com. If that works, then their DNS needs to be re-configured... try setting it to the addresses: 208.67.220.220 & 208.67.222.222 (OpenDNS). If it's not a DNS issue, I would wonder about malware... though these days, any malware that messed up a system that way would be loading popups requesting payment to remove the problem.
