Once the shooting starts is the operative term there.  What if the shooting
hadn't started yet, and they took the first shot. Starfleet on the whole
does NOT take the first shot.  And if they did take the first shot, that
violates what Starfleet is.  A Peace Keeping Force.

Why is Starfleet Starfleet.  What makes it Starfleet. It's NOT the ships,
it's NOT the training.  It's the morality that sets them apart. Somethings
wrong. Lets go help.  Given the option of saving lives or waylaying the bad
guy, Starfleet will save the people.  If they didn't....they're not the
Starfleet  * I *  want to see.

Starfleet has big ships and lots of guns.  Starfleet as a whole would not
let any attacker onto thier ships given the option.  Saying that they would
means that Starfleet is looking to get bent over the barrel. I don't see
Starfleet being that stupid.

Also, your looking at Starfleet as the big ships.  What would Sisko's
girlfriend do?  She doesn't have one of the big ships, the red shirts, or
the personel.  Starfleet has rules.  Private ships on the other hand.
don't.   They'll take the first shot if given the opportunity.  They dont
have a choice.  Thier ships can't take the hits that Starfleet vessels can.
