I understand exactly what you did and why you did it that way. ;-)
But another alternative that satisfies everyone ;-) is to make the
single README describe both files, by having it note that the large
file contains the .pdf and the small file doesn't.
Then the README is precisely true for each file, contains a pointer
to the "other" file for those who may find just one, and remains
a single file for your convenience. ;-)
