Actually, Clinton's plan is to make the newly eligible persons pay
quite a high price for the coverage they get so as to not create an
additional burden to the Medicare program. The rates are so high that no
one who actually needs them could pay for them anyway, so what's the use?
No where in any speech or proposal have I seen the word "free" given in
connection with the expanded coverage.
