Yes, he can do it.
Long way:  Alt-Z    for menu bar
           V        for Video pulldown
           F        for function keys panel
           edit key defs with name/password
Quick way: Alt-J    for function key panel
           edit key defs ...
Why couldn't you find it yourself?  Those are obvious keystroke
combos.   (I wasted a lot of time in "config" before I found it.)
Hint:  Add ^M to each command so the F-keys will send "enter", too.
