It's not just that.

A) Assuming extradition was not going to work, one still needs to get the
consent of a friendly country before one starts blowing up dwellings/people
etc in that country

B) The political cost of this esp with not asking Musharaff etc is huge. No
thought seems to have been given to any sort of cost-benefit analysis.

Imagine just for a laugh that all this makes Musharaff steadily weaker
& then eventually the "Islamic axis of evil" suddenly gains a
member in the shape of a nuclear armed Pakistan. Woohoo big win there boys.
